Therefore much time to earn enough observations

A one and a half months of the entry into force of the RSA, the first assessments of the new social minimum leave relatively doubtful. A study of the DREES shows that the income of active solidarity, which will replace the RMI on June 1, has a "limited impact in terms of access or retention." The investigation covers the RSA experiments that were conducted since 2007 in 34 volunteer departments. The DREES compared the areas where the new device has been tested ("zones test") with "control zones", located in the same departments, where the RMI remained in force. First results are 2.900 people.

It is a matter of disappointment: the new device allowed recipients to find a job or keep their position, in any case than what are already devices to support the RMI. "The employment rates are slightly higher in areas testing in areas witnesses, but the differences are not significant", note the DREES.

"Significant" differences appear only for certain categories of beneficiaries. This is the case of individuals (no spouse or child): 22 of them were employed during the period studied areas tests, compared to 17 in the control areas. And also for holders of IBC or a diploma of superior. It would appear therefore that access to employment has been facilitated by the RSA for people with not too many obstacles for the return to employment (such as the lack of qualifications and issues of custody of a child)", note the DREES.

"A rare event.

"This investigation is that one of the elements of the evaluation device, insists on in the entourage of Martin Hirsch." This is not the best source for the quantitative data. "A broader work is carried out since July 2007 by the Evaluation Committee of the experiments of the RSA, whose final report, initially due end of March, will be provided to parliamentarians late may, just days before the generalization of the device. The results, more complete than those of the DREES based on administrative data from (FCA) family allowance funds, are almost final.

"The conclusions are essentially not very different from those of the progress report", said François Bourguignon, Director of the school of economy of Paris and Chairman of the Evaluation Committee. "Return to the employment rates are on average higher in tests than in control areas areas but the differences are at the limit of statistical significance."

In the interim report, published in September, the rate of return to employment of recipients of the RMI was 2.92 in rollup over five months in the experimental area and 2.25 on the control area.

"Out of the RMI is a rare event, note Yannick the CRUD, Economist and member of the Evaluation Committee." Therefore much time to earn enough observations. "And the announcement of the generalization of the RSA from last year was able to change behaviour, including the experimenters" that may have been less mobilized. This does not, however, return backwards, said François Bourguignon. "Tests have been applied to persons having the RMI, but do not forget the people in employment, who will also benefit from the RSA and lower poverty rates."
