It is no great enthusiasm that the social partners have opened, yesterday, the "social deliberation" on the social dialogue in the TPE (less than 10 employees), where 4.2 million employees are today devoid of representatives. The Act of August 2008 on the representation provided an agreement here to June 30, but this perspective is null and void, the meeting of yesterday is essentially limited to refer discussions to re-entry, where four appointments have been set between September 15 and November 17. These delays can be explained by the strong reservations of the Medef and CGPME to engage in this field. Yesterday, the unions again demanded the creation of ad hoc structures, type business and territorial committees, who represent the employees of several small businesses. The Medef recognizes "a real problem", but is reluctant to move forward on the issue to the reluctance of SME. In these circumstances, it was just agreed to launch a working group responsible for a State of affairs in the hope to insured Medef, "trying to find an agreement as soon as possible."
"Great timidity".

Discussions of the past have mostly failed on the share of the profits, also on the table. Nicolas Sarkozy expected proposals for here to on July 15 but will have to wait. Under pressure, the Medef has agreed to discuss the issue with the unions... but only to the re-entry and by specifying that it is approached as the angle of "the evolution of wage savings", topic on which he will present his proposals mid-July. Just is accepted, yesterday, that "the examination of the evolution of the remuneration criteria" in the enterprise is ultimately addressed. The unions, who want to broaden the debate to the adjustment of wages, criticized "the great timidity" Patronat (CFDT). The social partners pushed to September discussions on the association of employees in corporate governance. Trade unions believe that the crisis is sometimes used pretext to massive deletions of jobs and want to influence the decisions of restructuring. The theme of social dialogue was also honoured at the Ministry of labour, which presented, yesterday, a "positive" review of collective bargaining in 2008. Last year, 26 interprofessional agreements have been signed, as in 2007, and must be added the "common position" on representativeness, by law, and the agreement on vocational training, initialled early 2009. Brice Hortefeux, Minister of labour, was pleased that the social partners to be "clearly appropriate" Act of 2007 on social dialogue, to negotiate on reforms before the Government legislates. However, the unions again, denounced the proliferation of proposed parliamentary legislation, not subject to the Act of 2007, "allow to bypass the social dialogue" (GSC).
The revival of dialogue has been net branches (1.117 agreements, 12 in one year) and businesses (27.100, 10). At this level, remuneration remain at the top of the subjects (more than one agreement on three). The year 2008 also saw the return in force of the agreements on working time (6.225 in all), to integrate the flexibility brought by Act of August 2008. The susceptibility of plants to sign changed very little: the CFDT, which initialled 91.4 of the agreements submitted to it in business, always ahead of the GSC (89.9), the CFTC (87.9), FO (87.5) and the CGT (82.9).
